A ticket-hygiene watchdog for engineering managers. Teams define which Jira tickets they own; Rosie continuously syncs them, runs a configurable lint-rule engine (missing description, no assignee, stale in-progress work), and sends managers a digest that reads like an instruction, not a data point: "assign PROJ-123, unassigned and in-progress for 4 days," not "3 tickets need assignees."
